The Israelites have come out of Egypt, but are wandering in the desert, thirsty.
Moses and Aaron pray to Jehovah for help, and He tells them (Nombres 20:8-12): “Take the staff and assemble the community, you and your brother Aaron. You shall speak before their eyes to the rock, and it shall give forth its waters; you will bring water out of the rock for them, and you will water the community and the livestock...”.
